Abstract

Why have some states in the developing world been more successful at facilitating industrialization than others? Challenging theories that privilege industrial policy and colonial legacies, this book focuses on state structure and the politics of state formation, arguing that a cohesive state structure is as important to developmental success as effective industrial policy. Based on a comparison of six Asian cases, including both capitalist and socialist states with varying structural cohesion, Tuong Vu proves that it is state formation politics rather than colonial legacies that have had decisive and lasting impacts on the structures of emerging states. His cross-national comparison of South Korea, Vietnam, Republican and Maoist China, and Sukarno's and Suharto's Indonesia, which is augmented by in-depth analyses of state formation processes in Vietnam and Indonesia, is an important contribution to understanding the dynamics of state formation and economic development in Asia.

Abstract

This book explores China's engagement with Latin America and the Caribbean as a case study of its broader effort to use commercial tools and instruments of state to create a global economic order that functions to its benefit, while neutralizing challenges from institutions, states, and others that would oppose it. Unlike the common representation of the Cold War as a political-military struggle, this work uniquely examines China's current efforts as primarily seeking to dominate global value chains, with supporting political, technological, and military components. In this regard, it both leverages and goes beyond works based on dependency theory, which has played a key role in the academic and popular discourse in the region. The book examines evidence for China's economically-focused strategy within Latin America and the Caribbean, including the interrelationships and coordination between China's activities in different sectors, and between commercial, political, and other dimensions in the region. It further looks at the supporting role played by a diverse range of Chinese initiatives, from China's Belt and Road initiative, to people-to-people diplomacy, soft power, security engagement, and the PRC struggle with Taiwan for diplomatic recognition in the region, among others. The book highlights the implications for Latin America and the Caribbean, and for the U.S. whose prosperity and security is intimately tied to the region. R. Evan Ellis is a research professor of Latin American Studies in the Strategic Studies Institute at the U.S. Army War College. His research focuses on Latin America's relationships with China and other non-Western Hemisphere actors, as well as transnational organized crime and populism in the region. Abstract

"From the 1980s onwards, a tide of democratization swept across the Asian region, as the political strongmen who had led since the end of World War II began to fall. Although it is generally assumed that once authoritarian leaders no longer hold power, the political landscape will drastically change and the democratic transition will simply be a matter of time, this book shows that the move towards democracy in Asia has by no means been linear process, and there have been a number of different outcomes that reflect the vastly divergent paths towards liberalization the Asian nations have followed. This book examines seven countries that were previously under authoritarian or semi-authoritarian rule, but then followed very different trajectories towards increasing liberalization after the fall of political strongmen: South Korea, Taiwan, China, the Philippines, Indonesia, Malaysia and Thailand. Importantly, the case studies reveal the factors that may enable transition to a more democratic system, and alternatively, the factors that inhibit democratic transition and push countries down a more authoritarian path. In turn, three key models that follow the fall of a political strongman emerge: democratization with substantial political reform and consolidation; democratization with limited political reform, leading to weak democratic institutions and instability; and an alternative political system with sustained authoritarianism. By tracing these very different paths and outcomes in the wake of a strongman's fall, the contributors present valuable information for countries on the course towards democratization, as well as governments and organisations who work to facilitate this process"--
